Message from the President of the Russian Federation Boris Yeltsin to the peoples of the Caucasus

Dear compatriots!

The events of more than a century ago brings us to the distant years, when the struggle for the Caucasus clash of interests of the Russian Empire, Great Britain, France, Iran and Turkey. All these states have their share of responsibility for the suffering the fate of mountain peoples.

Echoes of the Caucasian War, which had been brought great human and material losses are still a pain in the hearts of many Russians. May God rest in peace to those who have fallen on the battlefield, lost his life on the atrocities of war, and those who are being forced to leave the Fatherland, died in exile, having experienced the bitterness of the loss of homeland. Let the memory of those long tragic events stored in the hearts of children, and serves as a warning to us all of the new tragedies.

At different periods of history, depending on the political situation, the Caucasian War 20-60s of the XIX century and the coverage was assessed in different ways. At the present time when Russia is building the rule of law and recognizes the priority of human values, there is the possibility of objective interpretation of events as the Caucasian War of the courageous struggle of the peoples of the Caucasus, not only to survive on their own land, but also for the preservation of indigenous culture, the best features of the national character.

The problems we have inherited from the Caucasian War, and, in particular, the return of the descendants of Caucasian settlers to their historic homeland, should be addressed at the international level through negotiations involving all parties concerned.

Dear compatriots!

In our minds, Russia and the Caucasus are closely-related concepts, one can not be imagined without the other. In Nalchik, the capital of Kabardino-Balkaria, a monument to Mary Temryukovne on which are engraved the words: "Forever with Russia." These words are sacred and dear to every Russian.

I am sure that the cohesion in building a democratic state, public, and interethnic accord, civic peace would be a true guarantee that the dream of the best representatives of Russia and the Caucasus for the welfare and prosperity of the peoples of our country will become a reality.

Обращение Президента Российской Федерации Б.Н. Ельцина к народам Кавказа

Уважаемые соотечественники!

События более чем вековой давности возвращают нас к далеким годам, когда в борьбе за Кавказ столкнулись интересы Российской империи, Великобритании, Франции, Ирана и Турции. Все эти государства несут свою долю ответственности за многострадальную судьбу горских народов.

Эхо Кавказской войны, которой были принесены большие человеческие жертвы и материальные потери, до сих пор болью отзывается в сердцах многих россиян. Пусть земля будет пухом тем, кто пал на поле боя, потерял жизнь от жестокостей войны, и тем, кто, будучи вынужденным покинуть Отчизну, умер на чужбине, испытав горечь утраты Родины. Пусть память о тех давних трагических событиях хранится в сердцах потомков и служит всем нам предостережением от новых трагедий.

В разные периоды истории, в зависимости от политической обстановки, Кавказская война 20-60-х годов XIX века оценивалась и освещалась по-разному. В настоящее время, когда Россия строит правовое государство и признает приоритет общечеловеческих ценностей, появляется возможность объективной трактовки событий Кавказской войны как мужественной борьбы народов Кавказа не только за выживание на своей родной земле, но и за сохранение самобытной культуры, лучших черт национального характера.

Проблемы, доставшиеся нам в наследство от Кавказской войны, и, в частности, возвращение потомков кавказских переселенцев на историческую родину, должны решаться на международном уровне путем переговоров с участием всех заинтересованных сторон.

Дорогие соотечественники!

В нашем сознании Россия и Кавказ стали неразрывно-связанными понятиями, одно невозможно представить без другого. В Нальчике, столице Кабардино-Балкарии, поставлен памятник Марии Темрюковне, на котором высечены слова: «Навеки с Россией». Эти слова святы и дороги каждому россиянину.

Уверен, что сплоченность в построении демократического государства, общественное и межнациональное согласие, гражданский мир явились бы верной порукой тому, что мечты лучших представителей России и Кавказа о благополучии и процветании народов, населяющих нашу страну, станут реальностью.
